The Case Against Catch and Kill: Embracing TNRM for Stray Dog Management

In response to an alarming catch and kill event scheduled in April, where the council of Shah Alam plans to euthanize close to 500 stray dogs, concerned citizens and professionals are raising their voices against this inhumane practice. Recently, MBSA’s notice on a task force operation to capture 500 homeless dogs in Shah Alam over a 3-day period has caused a stir among Malaysians, leading to many concerned citizens voicing out their disapproval on the matter.
Among those advocating for a more humane approach is licensed veterinarian Dr. Ima, who shares why the “catch and kill” method will not work. Her Royal Highness DYMM Tengku Permaisuri Selangor has also spoken up regarding this issue, urging for more compassionate strategies in managing stray animals.
Dr. Ima's response comes in the form of promoting the Trap-Neuter-Release/Rehome-Manage (TNRM) method, which offers a more sustainable and humane solution to stray animal overpopulation. This comprehensive strategy involves the following steps:
1. Trap: Traps are set up in areas with high stray animal populations to safely capture them without causing harm.
2. Neuter: Once captured, the animals are taken to veterinary clinics to undergo spaying or neutering surgeries. This helps prevent further breeding and reduces the stray population over time.
3. Release or Rehome: After the surgery, the animals are either released back into their original habitat if suitable or placed in temporary shelters while awaiting adoption into loving homes.
4. Manage: TNRM programs also include ongoing management efforts such as monitoring the health and welfare of released animals, providing necessary veterinary care, and educating communities on responsible pet ownership.

TNRM can be implemented by both individuals and governments. Additionally, individuals can contribute financially to TNRM programs or volunteer their time to raise awareness and support for the cause.
Governments can play a crucial role in implementing TNRM on a larger scale by allocating resources to support TNRM initiatives, including funding for spaying and neutering programs, establishing partnerships with local animal welfare organizations, and implementing policies that prioritize TNRM over catch and kill methods. By collaborating with community stakeholders and adopting TNRM as the primary approach to stray animal management, governments can effectively reduce stray populations while promoting compassion and welfare for animals.
