Embracing a More Compassionate Approach to Stray Animal Management
In response to the recent uproar surrounding the implementation of 'task force' operations and the capture of stray dogs by the Shah Alam City Council (MBSA), Her Royal Highness the Queen of Selangor, Tengku Permaisuri Hajah Norashikin, has issued a statement expressing her concerns.
Her Royal Highness conveyed her disappointment with the 'catch and kill' approach adopted by some local authorities, emphasizing her firm stance against such practices. She advocated for alternative methods, such as neutering, as a more humane solution to the issue of stray animals.
As the Royal Patron of the Stray Free Selangor (SFS) campaign under the Selangor Society for the Prevention of Cruelty to Animals (SPCA), Her Royal Highness emphasized the importance of holistic approaches in managing stray animals. She proposed initiatives like the Create Caring and Compassionate Communities (CCC) campaign, which promotes responsible pet ownership and community cooperation.
Furthermore, Her Royal Highness suggested the establishment of animal shelters in residential areas, with the collaboration of compassionate residents. She urged housing developers to allocate spaces for such facilities.
Currently, several organizations, including SPCA Selangor, the Faculty of Veterinary Medicine at Universiti Putra Malaysia, the Malaysian Association of Veterinary Medicine (MAVMA), and the Malaysian Small Animal Veterinary Association (MSAVA), are actively conducting neutering programs to reduce the stray animal population.
Her Royal Highness also called for a review of the Ministry of Housing and Local Government Circular No. 5 of 2014 regarding the Standard Operating Procedures (SOP) for the capture and disposal of stray dogs by local authorities.
In conclusion, Her Royal Highness expressed her hope for continuous efforts to protect the welfare of stray animals and urged authorities to consider more compassionate approaches.
